Question

Regarding the revised Harmonised Standard IEC 61851-1:2011 for electric vehicle conductive charging systems, I have the following questions:
Is there any prolongation period specified for the withdrawal of IEC 61851-1:2011, and is there a regulation that outlines this extension?
Until when are cables manufactured in compliance with IEC 61851-1:2011 allowed to be sold to car manufacturers in EU countries?
By what date can car manufacturers install cables manufactured in accordance with IEC 61851-1:2011 in their vehicles and sell them in the European market?

Following previous communication, we would like to inform you that your enquiry was also consulted with the European Commission whose reply you will find below.
The date that a standard ceases to provide a presumption of conformity is the one indicated in the OJEU and not the one indicated on any other website (i.e. CENELEC).
By default, subject to specific situations, the Commission provides a transition of 18 months from the date of the publication of the references of the revised standards in the OJEU.
It means that there is a transition until 3/2/2022 to apply EN 61851-1:2011:
• for products placed on the market, before the 3/2/2022, and if standard 61851-1 is applied for the purpose of the presumption of conformity, the standard EN 61851-1:2011 may be applied;
• for products placed on the market, on or after the 3/2/2022, and if standard 61851-1 is applied for the purpose of presumption of conformity, the standard EN IEC 61851-1:2019 shall be applied.
As a reminder, ‘placing on the market’ means the first making available of electrical equipment on the Union market; while, ‘making available on the market’ means any supply of electrical equipment for distribution, consumption or use on the Union market in the course of a commercial activity, whether in return for payment or free of charge.
